The author compares and contrasts how organizations representing Inuit and Sámi frame the meaning of security within the context of environmental and social changes in the circumpolar Arctic region. He finds that Inuit have constructed serious challenges in the Arctic as security issues while the Sámi have not. The author provides an explanation for why these two groups view security differently.
