Winnipeg Regional Health Authority (WRHA)
The WRHA embraced a cultural proficiency strategy to respond to the diverse populations in the region in an appropriate way. This report presents findings from an environmental scan reviewing literature to identify cultural proficiency frameworks, best practices, cultural proficiency assessment tools, as well as an organizational scan of initiatives the WRHA has undertaken to provide more culturally responsive health services. The report describes the cultural proficiency and diversity framework it has embraced and the three levels of interventions that underpin the framework: organizational, structural, and clinical. It concludes by making recommendations for implementing the proposed framework.
