This report stemmed from a federally funded engagement project that aimed to engage First Nations child welfare stakeholders in discussions about reforms to federal First Nations child welfare services. The research was completed using ownership, control, access and possession principles. A model emphasizing culture and the four functions of child welfare from a First Nations perspective informed the development of the conceptual framework for the study. Recommendations were made to reform programs services, including a shift in practice approaches towards a culturally respectful child welfare framework.
