This paper argues that conventional approaches to outbreak prevention and control are not always successful within the context of marginalization and disadvantage. A broader approach is needed that examines the systemic factors involved in disease outbreaks, understands how various policies and systems support or hinder effective responses, and identifies needed structural changes to create more supportive environments and increase the population's resilience.
