This background report aims to provide a framework of foundational knowledge needed to develop meaningful programs, resources and service delivery for Indigenous children and families. This knowledge includes national and provincial understandings about the representation of Indigenous children in the child welfare system, the impact of colonial policies on health and wellness, and the values and ethics informing the strengths of Indigenous Peoples. The paper then formulates five practice implications.
