The Manitoba Human Rights Commission
This report identifies those populations in Canadian society that are disproportionately negatively affected by the COVID-19 pandemic, especially Indigenous populations, and the human rights impacts on these vulnerable groups. It presents a human rights framework for the prevention and treatment of COVID-19 that should be adopted to ensure that existing inequalities are not further exacerbated.
