Description

The authors introduce a pandemic vulnerability-reslience framework that synthesizes the underlying factors that define Arctic communities' susceptibility and ability to cope with and recover from disease outbreaks. This model, which considers vulnerability and resilience as separate but interrelated and complementary facets of risk assessment, is applied to communities in the North West Territories. The authors identify sources of resilience and vulnerability to the COVID-19 pandemic in these communities and discuss resilience factors that contribute to the capacity of highly vulnerable communities to cope with and recover from the pandemic.
